Refusal to Accept Medications, Can they do that?

My daughter is type I diabetic and her school refused to accept her insulin and Doctor's order on the first day of school 9/9/09. The school nurse is only at school Mon. - Wed. so the other office personnel refused to take her medications in her absence when they have been giving us problems at lunch time for testing and insulin if needed as her orders and 504 plan indicate. No one is suppose to physically help her, she is capable to do everything herself but, the school district refuse to follow protocol and call a back-up nurse if she needs insulin for lunch. The staff refuse to comply and started to send her home at lunchtime or make her sit in the office until the end of the day without lunch. The office worker called DCFS claiming Medical Neglect when she refused follow protocol and tend to my daughter. The back-up nurses come to the school and treat my daughter unkindly for making them have to come tend to her. She hates going to school and I found out that the school nurse never ordered her a 60 carb lunch to cover her medicines she takes in the morning and she gets Pizza, Choloate milk and Chocolate chip cookies daily so her H1AC has never went down since she started at her hospital endocrine center so that gave DCFS ammunition to take my children out of the home when she was newly diagnosed in 2005. The report alleged that my child was hospitalized from diabetes when she has never been hospitalized since she was diagnosed in 2005. What can I do as a parent that have been blindsided by the school and district as a whold? I know that there are alot of issues to be suing them for but I don't know where to start and DCFS is still investigating everyone based on a LIE!
I FEEL THAT THE CALL TO DCFS WAS MADE IN RETALIATION FOR CONFRONTING THE OFFICE WORKER WHY DID SHE REFUSE TO ACCEPT MY CHILD'S GLUCAGON AND DOCTOR'S ORDERS? HER OTHER SUPPLIES HAD BEEN BROUGHT TO SCHOOL ALREADY ON THE FIRST DAY OF SCHOOL TO THE NURSE AND THE DOCTOR'S ORDERS WERE NOT FAXED LIKE THE ENDOCRINOLOGIST OFFICE PROMISED TO FAX AT THE APPT. ON 8/10/09 the school's fax machine was down and the copier too so I went to pick up the orders by hand. The point is that the doctor's office threw me under the bus when it came to being investigated by DCFS and they tried to make it seem like I neglected my childs care when the whole time my child is getting the bad foods from the school cafeteria!
