The TLC diet (Therapeutic Lifestyle Changes Diet) was created by the National Institutes of Health's program on cholesterol education. It emphasizes heavily the cutting back of eating fat, particularly saturated fat (e.g., fatty meat, whole-milk dairy, and fried foods). On this diet you'll track your daily intake of cholesterol and eat plenty of fruits, vegetables, and whole grains. As it is not designed specifically for controlling diabetes, there is little research about the effect of this diet on blood sugar control.
