Can a PWD be a kidney donor??

NO. Mym mom was not allowed to give her kidney to my brother when she was not even diagnosed with Diabetes! She fainted in the doctor's office few weeks before the sceduled transplantation surgery (too much stress!) and the blood tests showed somewhat higher level of blood sugar, not critic though. She was dismissed from being a donor. 10 years later she was diagnosed with diabetes.

No, it's one of the things that disqualifies you from being a donor. You may be able to fight it but it would be very difficult and involve many tests.
