getting an infection of any kind is very scarey to me. My mother had diabetes,
she got a broken leg just a little stumble but it was broken. She should have
healed ok but it got infected. It never healed got worse and she died. So
is poor circulation a cause for concern ? I know it is problem in healing. I try
not to get scrapes and cuts when I do I treat with a medication for open
sore. I really watch my feet also.

Short answer - Yes.
Long answer - bad circulation led to cellulites, then MRSA, with months of me not being a happy camper.

Yes Pop, poor circulation is a cause for concern for ANYONE, but most especially for those who have diabetes. What you are doing is great. Taking care of injuries, and giving good attention to your feet is being proactive.
