It is near the bottom of the page. I know the rules have changed as the book I got from my carrier had all this you cannot change except but the agent said it changed.

Hope this give some glimmer of hope to those stuck with problems and ARE a special need as most diabetic are if you are retired … The cut off for special needs is low and there are 3 or 4 levels the 4th being the most income which is you must be under $1373.75 I do not know how it works but a level 1 is under about $800 or already on full Medicaid and Medicare.
