Hands, not feet, feeling "different", skin on fingertips peeling.

I was just diagnosed about 2 1/2 months ago and taking 40 units of insulin a day. I've been having an issue with my hands. Things "feel" different to the touch. When I'd touch my hair or skin it felt silky smooth. They just don't feel "right". The skin on the fingertips is starting to peel. My doctor doesn't think it is neuopothy because it usually starts in the feet. My B12 checked out ok.
